Chief Cabinet Sec'y Fukuda to resign over pension scandal

TOKYO, Japan - Chief Cabinet Secretary Yasuo Fukuda takes part in a cabinet meeting on May 7. Fukuda said the same day he will step down to take the blame for having caused public distrust over his failure to pay into the national pension plan.
