TOKYO, Japan - Yasuo Fukuda smiles as he leaves the prime minister's office May 7 after resigning as chief cabinet secretary. Fukuda told his last press conference as Prime Minister Junichiro Koizumi's top aide that he has resigned for having caused public distrust over his failure to pay into the national pension plan.
