CHIBA, Japan - Pictured on Feb. 3 is JFE Steel Corp.'s plant in Chiba, where the Japan Coast Guard has launched an investigation after detecting excessively high alkalinity levels in the sea near the plant. The coast guard suspects the major steelmaker may have violated the water pollution prevention law.
