Japan to focus subsidies on productive farmers

TOKYO, Japan - Hironori Yagi (L), chairman of the Council of Food, Agriculture and Rural Area Policies, hands a report containing a 10-year plan on basic agriculture policy to Agriculture, Forestry and Fisheries Minister Yoshinobu Shimamura on March 9. The policy focused on paying subsidies to productive farmers and raising Japan's food self-sufficiency rate to 45 percent by fiscal 2015.
