Fukuchi is the first head of NHK, officially called Japan Broadcasting Corp., hailing from the outside in about 20 years. He succeeded Genichi Hashimoto, who stepped down Jan. 24 to take responsibility for the insider stock trading scandal, for a three-year term.

          TOKYO, Japan - Makoto Saito (in file photo), a leading Japanese expert in history of politics and foreign policy of the United States, died of chronic bronchitis at a Tokyo hospital on Jan. 17, his family said. He was 86. A native of Tokyo, Saito graduated in political science from the University of Tokyo in 1942. He later served as professor on the faculty of his alma mater and the International Christian University in Tokyo and president of the Japanese Association for American Studies.
