TOKYO, Japan - Defense Facilities Administration Agency Director General Iwao Kitahara bow in a gesture of apology at a press conference which he called early Jan. 31 following the arrested the previous day of three officials of his agency on suspicion of leading bid rigging for projects ordered by the agency.
