Abe describes N. Korea's Kim Jong Il as 'rational' leader

YOKOHAMA, Japan - Chief Cabinet Secretary Shinzo Abe, in a speech July 23 in Yokohama, described North Korean leader Kim Jong Il as having a ''rational'' way of thinking and hinted at the possibility of being able to resolve the abduction issue with him.
