Bill lowering minimum age for reformatory entry clears lower house
TOKYO, Japan - The House of Representatives on April 19 passed bills to revise the Juvenile Law and related legislation, featuring a provision to lower the minimum age for sending minors to reformatories from the current 14 to ''around 12.'' The bill will now go to the House of Councillors for deliberations.
