Constitution referendum legislation enacted

TOKYO, Japan - The plenary session of the House of Councillors on May 14 passes a bill setting out procedures for holding referendums to amend the Constitution. The new law, the first of its kind since Japan's pacifist Constitution came into force 60 years ago, will come into force in three years' time.
