Saipan barely overcoming unprecedented power shortage

SAIPAN, Saipan - The governor of the Commonwealth of the Northern Mariana Islands, Benigno Fitial, has warned that Saipan's main power plant, shown in a photo taken Aug. 25, could explode at any time.
