TOKYO, Japan - Emperor Akihito addresses the opening ceremony for the 171st regular parliamentary session at the House of Councillors' plenary hall on Jan. 5. The ruling and opposition parties are expected to clash over a supplementary budget for fiscal 2008 presented at the outset of the session.
