Japan cancels humanitarian aid to disputed islands

MOSCOW, Russia - A Japanese ship is seen anchored off Kunashiri, one of four disputed Russian-held islands, on Jan. 28. The Japanese government decided to cancel humanitarian assistance to the four islands for the remainder of fiscal 2008 through March after Russia demanded the previous day that Japanese officials on board submit arrival cards before disembarking. Russia had not made such a request when Japan delivered aid previously in 2006 and 2007.
