UENO, Japan - Transport minister Seiji Maehara offers flowers at the memorial monument for the 1985 JAL jetliner crash on the Osutaka ridge in Gunma Prefecture on Aug. 12, 2010, the 25th anniversary of the accident. It is the world's worst single-aircraft accident, in which 520 of 524 passengers and crew members were killed.
