TOKYO, Japan - Ichiro Ozawa, a power broker in the ruling Democratic Party of Japan, leaves the prime minister's office in Tokyo on Dec. 20, 2010, after meeting with Prime Minister Naoto Kan. Ozawa spurned Kan's call to testify before a parliamentary panel over a fund reporting scandal, an issue which has caused a rift in the DPJ.
