JUBA, Sudan - People celebrate in Juba on Jan. 30, 2011, as the outcome of a referendum was announced that more than 99 percent of voters in Southern Sudan voted for secession from the north, ensuring that the oil-rich south will go independent as the 54th African state as early as in July after decades of civil war.
