Kan says FY 2011 budget vital for Japan's economic recovery

TOKYO, Japan - Japanese Prime Minister Naoto Kan (L) and Sadakazu Tanigaki, president of the main opposition Liberal Democratic Party, exchange words ahead of their debate in the Diet on Feb. 23, 2011.
