Japan's PM-elect Noda
TOKYO, Japan - Japan's incoming Prime Minister Yoshihiko Noda (L) emerges from a room at the Finance Ministry in Tokyo on the night of Sept. 1, 2011, after talking with U.S. President Barack Obama on the phone. Obama congratulated Noda on his election in parliament as prime minister and the two leaders agreed to deepen the alliance between the two countries, according to the Japanese Foreign Ministry.
