Top court decides lay judge system constitutional

TOKYO, Japan - Photo shows the Supreme Court's grand bench in Tokyo on Nov. 16, 2011, which unanimously decided the same day that Japan's lay judge system, introduced in May 2009, is constitutional in handing down its first judgment on the issue.
