Japan declares 'cold shutdown' of Fukushima plant
TOKYO, Japan - Japanese Prime Minister Yoshihiko Noda (4th from L) and members of his Cabinet attend a meeting at the prime minister's office in Tokyo on Dec. 16, 2011.
