Fukushima accident shows need to prepare for unexpected
TOKYO, Japan - Yotaro Hatamura (L), a professor emeritus at the University of Tokyo, hands a report to Prime Minister Yoshihiko Noda at the premier's office in Tokyo on Dec. 26, 2011. The report by a panel, led by Hatamura, investigating the nuclear crisis at the Fukushima Daiichi power plant said the accident shows the need to prepare for unexpected events if the consequences could be disastrous, referring to the poor emergency response of the plant operator and the government.
