OSAKA, Japan - Photo from a Kyodo News helicopter shows Abeno Harukas, a skyscraper under construction in Osaka, western Japan, which reached 263 meters on June 14, 2012, and became the highest building in western Japan, on its way to being the country's tallest structure for a commercial complex.
