Panel says TEPCO mishandled nuclear crisis
TOKYO, Japan - Yotaro Hatamura, head of a government-appointed panel investigating the Fukushima Daiichi nuclear power plant disaster, speaks during a press conference after handing the panel's final report to Prime Minister Yoshihiko Noda in Tokyo on July 23, 2012.
