ISTANBUL, Turkey - Japan's Daiya Seto celebrates after winning the men's 400-meter individual medley of the short-course FINA World Swimming Championships in Istanbul on Dec. 13, 2012, in 3 minutes, 59.15 seconds, shaving 0.87 second off his previous mark.
