Armed guards allowed on vessels to combat piracy
TOKYO, Japan - The Japanese Diet enacts a bill on Nov. 13, 2013, to allow security guards to carry rifles aboard Japanese-registered vessels to counter piracy in waters off Somalia and elsewhere, when it cleared the House of Councillors at the Diet building in Tokyo. The legislation is the first Japanese law to authorize private citizens to carry and use firearms.
