HIROSHIMA, Japan - Rethy Chhem (L), director of the International Atomic Energy Agency (IAEA)'s human health division, hands over a certificate to Toshiteru Okubo, president of the Hiroshima International Council for Health Care of the Radiation-Exposed (HICARE) in Hiroshima City on May 26, 2014, after HICARE was designated as a collaborating center for the IAEA.
