KOBE, Japan - Christmas decorations mimicking newsmakers in 2014 are put up at "Uroko no Ie" (House of Fish Scales), a Western-style house museum in the historical Kitano district of Kobe, Hyogo Prefecture, on Nov. 20, 2014. Museum displays bronze carving found after 1995 quake

2001 fatal stampede

The Kobe District Court earlier the same day dismissed a case against a former senior police officer over the stampede on a bridge that was overcrowded with fireworks spectators on July 21, 2001, in which 11 people died and 247 were injured. The court ruled the statute of limitations had expired.
