The French Ministry of the Interior said a record number of some 1.28 million people protested across France on Tuesday against the plan.
But the estimated number of France's largest union the General Confederation of Labor (CGT) stood much higher: at 3.5 million.
Train services were heavily disrupted.
Fuel shipments were suspended.
About half of the employees at French electric giant EDF downed tools to join protests as well.
Some 80,000 people working in the energy and gas industries also went on strike on Tuesday.
