A vehicle became submerged in floodwater on Memorial Park Drive in Spring Valley, New York, on Monday, July 27, as heavy rain and flash flooding hit Rockland County. A Flood Watch remained in effect for the region through Wednesday morning as the National Weather Service warned of continued flooding risks across the New York Tri-State area.
