TOKYO, Japan - Photo shows the Defense Agency's National Institute for Defense Studies in Tokyo's Meguro Ward, one of whose top officers, Lt. Commander Shigehiro Hagisaki, was arrested Sept. 8 on suspicion of violating the Self-Defense Forces (SDF) Law. Hagisaki allegedly passed defense secrets to the Russian military attache, identified by the Metropolitan Police Department as Victor Bogatenkov, 44, a resident of Tokyo's Minato Ward. Bogatenkov cannot be arrested as he has diplomatic immunity.

TOKYO, Japan - Former Maritime Self-Defense Force (MSDF) officer Shigehiro Hagisaki (file photo) admits in court Nov. 27 that he passed defense secrets to Russian military attache Victor Bogatenkov in exchange for money. The indictment said Hagisaki met Bogatenkov at a Tokyo restaurant June 30 and gave him documents.
