MINAMISANRIKU, Japan - The skeletal structure of what used to be a local government building in the town of Minamisanriku, Miyagi Prefecture, northeastern Japan, remains deserted on Feb. 14, 2014. Forty-three people, mostly town officials, died at the building in the March 2011 tsunami.
