Each year, fish-cake makers in Shiogama dispose of more than 500,000 liters of used cooking oil, which had been sold to outside dealers for use as fat in pet food or as ink solvent. The city started converting used cooking oil to bio-diesel in November 2006 with subsidies from the Ministry of Environment.
