Postal savings ATMs not functioning

TOKYO, Japan - An official at a post office in Tokyo's Shinjuku explains malfunction of an automated teller machine (ATM) at his office Feb. 29. Some 1,200 of about 25,000 ATMs for postal savings throughout Japan failed to function. It was not immediately known whether the problem is related to the leap year computer glitch.
