Eizenstat speaks in Tokyo

Stuart Eizenstat, U.S. undersecretary of state for economic, business and agricultural affairs, speaks at the Foreign Correspondents' Club of Japan in Tokyo on Sept. 16. He said the United States is lowering the bar developing countries have to jump for it to submit for congressional ratification of a global climate change protocol adopted in Kyoto last December. Eizenstat visited Tokyo for two-day ministerial talks on global warming with 20 other countries starting Sept. 17. ==Kyodo
