2 Koreas fail to begin vice-ministerial talks
South Korea's Vice Unification Minister Yang Young Shik, who heads a South Korean delegation at the vice-ministerial talks with North Korea, meets the press in Beijing on June 21 after officials of the two countries failed to begin the talks the same day in the Chinese capital. The North Korean delegation was quoted as saying it would attend the talks only after it confirmed the arrival of 100,000 tons of fertilizer.
