TOKYO, Japan - Chief Cabinet Secretary Yasuo Fukuda speaks at a regular press conference at the prime minister's office in Tokyo on June 3. Fukuda admitted he was the unnamed ''top government official'' cited by media Friday as suggesting a possible change in Japan's three ''no nuclear weapon'' principles.
