Kwak hails government decision

TOKYO, Japan - Kwak Kwi Hoon, a Korean survivor of the 1945 atomic bombing of Hiroshima, speaks at a news conference in Tokyo on Dec. 18 after the government decided not to appeal a high court ruling ordering it to pay medical allowances to him.
