TOKYO, Japan - Members of the House of Representatives cast their vote on an 81.79 trillion yen state budget for fiscal 2003 in a plenary session March 4. The powerful lower chamber endorsed the bill, ensuring it will be enacted in time for the new fiscal year starting April 1. (Kyodo)
