                  On April 15, Tokyo Governor Yuriko Koike requested the cooperation of Tokyo residents and businesses in accordance with the Act on Special Measures against the New Coronavirus, after an expert panel raised the status of the new coronavirus infection in Tokyo to the most serious of four evaluation levels. He said he would not issue a request for the closure of businesses at this time, but would request the government to establish penalties for businesses that do not respond to requests for closure under the special measures law. As for the government's "GoTo Travel" tourism promotion plan, which is scheduled to be launched on March 22, he said, "In light of the current infection situation, I hope (the government) will carefully reconsider the timing and method of implementation.
