TOKOROZAWA, Japan - Seibu Railway Co. Chairman Yoshiaki Tsutsumi (R) speaks at a press conference at his company head office in Tokorozawa, Saitama Prefecture, on April 14 of his intention to resign over a payoff scandal involving three company executives.
