          NIIGATA, Japan - Tokyo Electric Power Co.'s Kashiwazaki-Kariwa nuclear power plant, where a small fire broke out Sept. 20 from a power cable of a makeshift air conditioner on the roof of the plant in Niigata Prefecture, Tokyo Electric Power said. It said no one was injured and there were no radiation leaks.

                      KARIWA, Japan - Hiroo Shinada, mayor of Kariwa village in Niigata Prefecture, speaks at a press conference in the village on May 28 about his decision not to approve the use of plutonium-uranium mixed oxide (MOX) at a local nuclear plant.
