TOKYO, Japan - Top executives of Japan's four largest breweries -- Kirin Brewery Co., Asahi Breweries Ltd., Sapporo Breweries Ltd. and Suntory Ltd. -- gather Dec. 6 at Tokyo's Ebisu Garden Place to petition government plans to increase the tax on ''happoshu,'' an increasingly popular low-malt, beer-like beverage in Japan.
