TOKYO, Japan - Heizo Takenaka, state minister in charge of economic and fiscal policy, speaks at a news conference after releasing a monthly economic report for July on July 11. The report left the government assessment of Japan's economy unchanged, saying that sharp rises in stock prices offset by murky outlooks for foreign economies.
