This week, the Los Angeles mayor sought to highlight homelessness by declaring a state of emergency on the issue. According to the National Low Income Housing Coalition, 7 million extremely low-income renters cannot get affordable homes across the U.S. In the middle of winter, lives for those people have become even harder.
