TOKYO, Japan - Photo taken from a Kyodo News helicopter shows the crippled Fukushima Daiichi power plant in Fukushima Prefecture on Aug. 9, 2013. Tokyo Electric Power Co. began pumping up contaminated groundwater at the plant later in the day to prevent the further spread of the toxic water into the Pacific.
