TOTTORI, Japan - A sign language interpreter conveys proceedings in the public gallery area during a Tottori prefectural assembly plenary session in the city of Tottori, western Japan, on Oct. 8, 2013. The assembly on the same day adopted an ordinance recognizing sign language and requiring the prefectural and municipal governments to promote its use.
