District court rules lay judge system constitutional

FUKUSHIMA, Japan - Hifumi Aoki gives a press conference in Fukushima after the Fukushima District Court ruled on Sept. 30, 2014, the lay judge system is constitutional. Aoki, a former lay judge, claimed that the lay judge system is unconstitutional and sued the state for 2 million yen in compensation.
