KUSHIRO, Japan - Two steam locomotives of the C11 model, connected back-to-back, run in the snowy Kushiro Wetland area in the town of Shibecha, eastern Hokkaido, pulling several cars carrying railway fans and photographers on Jan. 24. Hokkaido Railway Co., more widely called JR Hokkaido, started to operate the popular steam locomotives the same day on the Semmo Line as a special winter program to attract tourists through early March.
